COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – February 18, 2014


Next Meeting: March 12, 2014

CPC Meeting began at 7:15pm

Members Present:  Laura Fitzgerald-Kemmett, Bob Sears, Allan Clemons, Joe Gamache, Kenny Mitchell, John Kemmett, Bob Overholtzer and Patty Norton

Guests:  Bob O'Brien, Mrs. Kenny Mitchell

Town Forest/Outdoor Recreation Area:
Mr. O'Brien updated us on the Boteiri Field area which they have walked through and discussed boundaries with all parties involved.  IE: forest, highway dept. and recreation.  Mr. O'Brien has spoken to vendors and they would like to start the fields in August but the parking lot area will be done earlier.  Allan Clemons stated he spoke to Phil Clemons who has talked to surveyors for three bids.  Laura stated that September would be the time to unveil signage for Thomas Mill, Town Forest & Baseball fields.  


New proposal by Mr. O'Brien
Mr. O'Brien would like to know if he brought a proposal to us on updating Robinson Field for Baseball, Softball & Soccer would it be worthwhile. If Rehabilitation.  Laura stated it should be o.k. but Laura will contact the Coalition to see if they upgrade and add lights if that will be approved.

There was talk about the land behind the Soccer fields on Robinson as to owner maybe obtaining that from Dunham Farms or current owner; John Kemmett to follow up with Mr. O'Brien.

Mr. O'Brien stated the lower baseball field was looked at to renovate it for softball.

Kenny Mitchell and Mr. O'Brien brought up Hancock field in Monponsett that may be used for lacrosse.


Update of High School project
Kenny stated that Mr. Rogers is working on the drainage at the High School and would like to look into redoing the tennis court at the High School.

Chairman's report:  

Laura has put into local papers about our next Open Forum meeting.  She also asked us to look at the application and be prepared after the forum to talk about suggestion.  If you have suggestions early, you can e-mail to Laura, Eileen or Patty.

Camp Kiwanee-North End Cabin Repair and Restoration Pre-Application
We have a new Pre-Application submitted tonight “Camp Kiwanee-North End Cabin Repair and Restoration” by Jim Flanagan.  John made a motion and Allan seconded to have Jim go forward with the complete application but Laura to first research with Camp Kiwanee, the Town and others if this would be listed as “Historic Resources” for finance distribution.  This was passed unanimously; Laura to research and e-mail Jim Flanagan.

Bonney House update:   
Allan states he has spoken the person for lead paint removal and when it is warmer they will start.  The Beam people are ready to go forward but need to know how to obtain finances.   Allan will contact Merry as well as Laura.
Thomas Mill Sign:

Other:
  • John Kemmett stated that Thomas Mill needs electrical work in the near future would the funds be able to come from CPC?  Laura will call Coalition to check into this.  Signage is also needed for the conservation properties around town.
  • Laura received the bill from the Coalition for our dues of $875.00.  Patty made motion with Bill Strait 2nd to pay this bill; it was placed in the Town accountant's inbox.
  • Motion made by John Kemmett and seconded by Allan Clemons that we will consider, after evidence from Phil Clemons, pay for the Conservation 21E. Passed unanimously.  Phil should see if he can push privately or Taunton Trust.
  • Bill Strait suggested someone should man a table with CPC information at the Town Get-Together at Camp Kiwanee in June. Everyone agreed would be good idea.

TAKE AWAY TO DO:
  • Laura will call Coalition to check out the rehabilitation of Robinson Field if they will pay for lights.        
  • Laura will check with Town and etc. if Pre-Application by Jim Flanagan on Camp Kiwanee cabins will apply for Historic Resources funds.
  • Laura will check with the Coalition about funding for future the electrical work needed by conservation
  • Table with banner & fliers needed for June 1st Town get-Together at Camp Kiwanee; need someone to man this table.
